Russell has been supporting the development English-speaking communities in the province of Québec for the past twenty years. However, he began his career working for the City of Calgary and Alberta Health Services in the area of community development with his last position as a manager of health promotion and disease prevention. Before joining the RDN team in 2025, he served as program director for the Community Health and Social Services Network (CHSSN) aimed at improving English-language health and social services. He has produced various community development models and frameworks and implemented provincial-wide programs in collaboration with private and government partners. Russ has a master’s degree in Continuing Education, specializing in leadership and organizational development, from the University of Calgary and has served on a variety of nonprofit and public boards of directors.
